Upcoming MUD121 Board of Directors Election
Posted on Apr 1st, 2016

On May 7, 2016, between the hours of 7:00 a.m. and 7:00 p.m., Fort Bend MUD 121 will hold an election for the purpose of electing two members of the Board of Directors of the District.  Early voting and election day polling locations can be found on the Fort Bend County elections website:
Paul is a 9 year resident of RiverPark West with 7 years on the MUD 121 Board of Directors.
"I retired from the oil and gas industry in 1996.  I graduated from the University of Pittsburg with BS and MS degrees in Petroleum Engineering.  I was employed by Shell Oil and Gulf Oil for a total of 33 years and then worked as a consultant Professional Engineer until my retirement.  My career encompassed assignments in drilling engineering, research and operations.
I am married to Judy and we have 3 grown children, 10 grandchildren, and our 4th great grandchild will be born in October.  Judy and I are active members of the First Presbyterian Church of Sugar Land.  My hobbies include golfing, traveling, and serving our church and community.
I feel the need to continue my service to the residents of RiverPark West to ensure that they receive the best return on the tax dollars they pay to MUD121.  In addition to the 7 years I have served MUD121, I also served the Quail Valley Utility District of Missouri City, TX for 8 years.  Quail Valley MUD is currently free of all long term debt and has substantial reserve funds.  The experience gained from serving 2 different districts is invaluable in my service to our community.
My goal if elected is to continue improvements to the operation of MUD121 and to lower our taxes with prudent fiscal practices."
Bill is a 10 year resident of RiverPark West with 8 years on the MUD121 Board of Directors.
"I am an Engineer/Project Manager/corrosion SME for the US Dept. of Transportation - Pipeline and Hazardous Materials Safety Administration.  My degrees are in Mechanical Engineering and Business Administration - BSME Rose-Hulman Institute of Technology and MBA University of Colorado Leeds School of Business.  My wife, Amy, is a teacher and our daughter, Lena, is a 5th grader.
RPW has transformed in 10 years - the neighborhood has been built out, the levee's been raised, etc. I will provide continuity and historical knowledge and I am extremely sensitive to rate and tax increases.  I have worked diligently to prevent a rate shock increase like that which first piqued my interest in the MUD in 2007.
My qualifications include the following - Licensed PE 1984-present, Certification as a Sr. Internal Corrosion Technologist and Cathodic Protection Level III.  I serve on committees that write technical corrosion standards used by industry worldwide and referenced in the US Code of Federal Regulations.  You may find my certificates and committee lists at www.nace.org/people/williamlowry.  I am a Common Ground Alliance-Technology committee member and have prior training in water and wastewater plant operations.
My top MUD priorities include continuous improvement of the integrity of our levee, ensuring a reliable and safe water distribution system, and controlling costs, water bills, and MUD taxes.  I have been an integral part of the installation of the feral hog fence and the fire station agreement with Richmond (to be built on Williams Way/Ransom Rd.).  I hope to maximize the benefit of the commercial section development and mitigate the effects of continued nearby development.  I will ensure agreements with Fort Bend County, the City of Richmond, and any other entity truly benefit RPW."
Callie is a 7 year resident of RiverPark West with 17 years experience in the Houston area as a Civil and Environmental Engineer.
"My husband Michael and I, with our two dogs, Abby and Cima, are proud residents of River Park West.  I enjoy traveling, cooking new cuisines and expanding my Sommelier profile.
As founding partner of MBCO Engineering LLC, a local woman-owned engineering firm, I serve as Sr. Vice President.  As an Engineer, I operate under the foundation that infrastructure systems should be designed and operated with a single purpose; to serve the people who use them.  MUD 121 will benefit from my Engineering background and experience.
I am a registered Professional Engineer in the State of Texas and I have a strong background in utility infrastructure, program management and design; from conceptualization to construction.  I have completed various water and wastewater projects in the greater Houston area including planning and negotiating water supply/rates, distribution design, water treatment and water reuse. This experience results in my ability to create a greater return on investment.
As a MUD121 Director, I hope to utilize my engineering, construction and negotiating background to ensure the residents of River Park West and MUD 121 are getting the maximum value for their tax dollars. I look forward to serving MUD 121 and seeing the continued water quality improvements and added value for the hard working tax dollars of the River Park MUD 121 residents."
